Founded on March 17, 2015 and headquartered in Los Angeles, USA, OAE Publishing Inc. (OAE) is a multidisciplinary open access publisher, wholly owned by Mesa Investment Management Inc.
OAE leverages innovative technology and professional expertise to support the full scholarly publishing lifecycle. Our proprietary platforms include MESAS (manuscript submission and peer-review), a digital publishing platform, and the preprint server ScieRxiv.
Supported by specialized teams in production, language editing, operations, and marketing, OAE delivers standardized, efficient, and transparent publishing services. We empower researchers, institutions, and scholarly organizations worldwide to disseminate high-quality research and contribute to the sustainable advancement of open science.
Global Reach and Academic Engagement
OAE maintains a strong international outlook. To date, authors submitting to OAE journals represent 167 countries and regions, while the platform's readership spans over 250 countries and regions worldwide. Beyond journal publishing, OAE actively engages the global research community through a diverse range of academic initiatives aligned with its journal portfolio. These initiatives include online academic talks, webinars, in-person international conferences, and author training programs. Collectively, these activities have reached more than 30 million researchers worldwide, fostering academic exchange, knowledge dissemination, and cross-disciplinary collaboration across regions and fields.
Commitment to Open Access and APC Support
OAE is firmly committed to advancing open access publishing by maintaining high editorial standards while implementing an inclusive set of Article Processing Charge (APC) waiver and discount policies. Recognizing that publication costs may present barriers for some researchers, OAE has established APC support programs to help ensure that valuable research is not excluded due to financial constraints. Between March 2015 and December 25, 2025, OAE granted APC waivers or discounts for 6,698 articles, with total APC reductions exceeding USD 17.7 million. These initiatives have helped ease authors' financial burdens and promote greater inclusivity and equity in scholarly publishing. Looking ahead, OAE will continue to refine and expand its APC support policies, with particular attention to researchers and institutions in regions with limited access to publishing grants. Through flexible and transparent APC waiver and discount policies, OAE aims to further strengthen an author-friendly publishing environment and support the global dissemination of high-quality research.
